No. It is not necessary to fully discharge the power station before recharging; you can top off as needed. Best practice for the unit, and lithium ion in general, would be to avoid discharging below 15% or so to maximize battery lifespan.

Lithium-ion batteries can typically hold a full charge 3 - 6 months without use. It is recommended to use and charge up every 3 months or so.P.S. You can increase the unit's lifespan by storing at between 50% - 80% charge, if you don't need it fully charged. Do NOT store at 0% charge.

Generally lithium ion is rated for 500 charge cycles and/or 2 - 3 years. At that point you will have about 80% of your original capacity, and it will gradually reduce from there. Keep in mind that charging from 50% to 100% only counts as 1/2 of a charge cycle.
